    This is the number that decides Celina. The city lists 27 public improvement districts, and the assessment is a dollar amount per lot on top of the rate above. Legacy Hills Phase 1A on a 60-foot lot carries an annual installment of $3,349 against an outstanding principal assessment of $45,564 per lot. Sutton Fields II on a 60-foot lot carries $1,380 a year. Celina Hills on a 50-foot lot carried $2,196 in 2024. Same lot width, more than double the assessment, depending on the community. Ask for the PID service and assessment plan for the specific lot before you write an offer. Collin County also adopted a higher rate of about 0.151 for FY2027, its first increase in 33 years.

    Legacy Hills

    About 3,200 acres in Celina ISD, with a 27-acre city sports park, seven amenity centers, a three-mile trail and a golf course with clubhouse and driving range, plus direct access to the Dallas North Tollway extension.

    Mustang Lakes

    Homes from the $500s to $3.5 million and above, with American Legend, Britton, Coventry, David Weekley, Highland, Huntington, Perry and Tradition building, plus custom.

    Light Farms

    Republic Property Group, more than 1,070 acres with 240 acres of green space, fitness center, pools, tennis, sports fields, splash pads, lakes and a community garden. Served by Prosper ISD with an on-site elementary.

    Mosaic

    Developed by Tellus Group, the same developer as Windsong Ranch. HOA dues $148 a month for homes and $438 a month for townhomes, with more than 100 acres of open space, fishing lakes, bike trails, two amenity centers with pools and a lazy river.

    Celina ISD operates eight campuses — five elementary, two middle and one high school. Willard Middle School opened for 2026-27, and three elementary schools are scheduled to open in fall 2027. Voters approved a $2.3 billion bond in May 2025, and district materials project enrollment topping 23,000 students by 2034-35, with more than 800 residents relocating to Celina monthly. Parts of Celina are served by Prosper ISD. Campus ratings and data: txschools.gov.

    Getting around

    Celina is 40 miles north of downtown Dallas. The Dallas North Tollway extension from US-380 to FM 428, about six miles with three main lanes each way, began construction in spring 2024 and is expected to be complete by the end of 2027.

    Costco opened in Celina on 26 August 2026 at 3445 S. Preston Road, and the Celina EDC lists it as an upcoming major employer with 1,000 to 1,400 positions. Downtown, $7.5 million of private investment is planned across the Mayer Building and the former gas station at Ohio and Walnut, supported by up to $2.3 million in city incentives through TIRZ No. 11. The largest current employers are Celina ISD at 815, the City of Celina at 366 and Methodist Celina Medical Center at 220. The Census Bureau ranked Celina the fastest-growing city in the United States at 24.6% growth from July 2024 to July 2025.
